removed?

Why do school buses not have seat belts?
A. According to
the study done by the NHTSA (National
Highway Traffic Safety Administration)
in 2002 on the comparisons
of compartmentalization and seat
belts, installing
seat belts would only save one life
per year over compartmentalization.
Since there are only 5 children on
average that die in bus accidents yearly,
installing seat belts on buses would
cost the school industry billions
of dollars. A question to consider is "would this money be better spent
other places to save lives?" such as making traffic stop at stop arms.
Fifteen children die per year crossing
the road to the bus or home and
a billion dollars spent this way
